Abstract
Effective and noneffective energy have different components in different situations. In-depth understanding of the components of effective and noneffective energy is helpful for finding and taking proper measures to save energy from various aspects with different ideas. Based on the concepts of effective energy and noneffective energy, the definitions of energy efficiency (namely the ratio of effective energy to total energy) and loss ratio (namely the ratio of loss to effective energy) are introduced, and the relationship between the two indexes is deduced. A new evaluation system for the effect of energy saving measures is established on the basis of those indexes. The evaluation system based on energy efficiency and loss ratio is convenient for comparison among different energy saving measures even in different working situations. The proposed evaluation system provides a good basis for uniform standard for effect evaluation of energy saving measures.
