Abstract :
The paper based on the Jilin flood in 2010, analyses the meteorological services provided by the meteorological departments for three heavy rainstorm processes during the flood disaster, and completes the meteorological service benefit assessment and customer satisfaction index (CSI) survey. It concludes the successful experiences and disaster prevention system when meteorological departments are confronted with natural weather disasters. Given the overall framework for the construction of meteorological disaster prevention system, four methodologies appropriate for the system development - disaster monitoring, early warning information dissemination, emergency prevention and risk management mechanism -- are outlined and described.
