Abstract
This paper presents the experiences in the development, implementation, and testing of a phasor based adaptive out-of-step relay system installed on the Florida-Georgia intertie. Adaptive characteristics seek to make the relay more attuned to the prevailing power system conditions by adjusting the relay parameters as system conditions change. This work began as a theoretical examination of the application of phasor measurement and adaptive relaying concepts to the simplest stability application. The paper describes the implementation and testing of an adaptive out-of-step relay system, based on phasor measurement and the concepts of equal area criterion applied to an intertie that can be modeled as a two machine system. The paper also includes the major events observed and the results obtained by the relay system over the one year test period
