Abstract
Value-based management (VBM) is not a single idea and is a framework for making consistent value-enhancing decisions. VBM artfully combines financial and strategic management techniques to manage the organization´s resources with the ultimate objective of maximizing value. Understanding the relationship between strategy, implementation, and the creation of value is the key to making consistent value-enhancing decisions through the proper allocation of resources, people, land, equipment, and the financial assets in the organization that will derive the most value. In order to get an understanding of the way the business is organized, to identify the most sensitive value drivers and to determine their impact on the creation of value, it is essential to investigate the value chain of industry. In this article we describe the process of value based management in organization, and finally provide value chain for ICT services, based on experiences of Iran Telecommunication ministry.
