Abstract
Along with the economic model of industrial cluster widespread all over the world, it had also played an increasingly important role in the third world countries. There are more and more Industrial clusters occurred in rural China based on its low labor cost. According to the case studies of the non-woven fabrics industrial cluster in Pengchang, this paper explored the formation and development stages of the industrial cluster in rural China and constructed a flowchart model. It also discussed the important role of the peasant entrepreneurs in the cluster development process and found that the limitation of the peasant entrepreneurs is a big constraint for the industrial cluster´s development.
