Abstract :
Summary form only given, as follows. Free-electron laser (FEL) amplifiers have demonstrated high efficiency and high output power at microwave wavelengths. We discuss the design of a 500 MW FEL at 17 GHz that exhibits phase stability appropriate for accelerator applications. We also describe an experiment planned to verify this design.
