Abstract :
It is important to remove barriers in the transportation environment but, in engineering studies, we leave developers\´ financial problems out of the consideration. In regional policy studies, we deal with customer satisfaction surveys. Therefore, the authors applied the "contingent valuation method" (CVM) to measure the amount of technique which citizens need in terms of money, taking the promotion of widespread normalization and the developers\´ financial limitations into account As a result, the authors recognized that the larger the citizens\´ income is, the higher the citizens\´ willingness to pay (WTP) for improving the non-barrier transportation system. That is to say, the developers should collect the cost of establishing a non-barrier transportation system according to the scale of the household economy
