Abstract
We introduce the adaptive risk management (ARM) platform as a versatile testbed for the development of emergency response applications. The platform consists of three powerful components encompassing M3Data, RightsEnforcer and powerful up-to-date hardware consisting of MOTES, mobile wireless devices and computer networks backed by powerful servers. On a scenario unfolding into gradually increasing complexity we illustrate how the ARM platform works
