Abstract :
Scenarios are cornerstones of emergency plan development because they help emergency managers envision a hypothetical real situation that may occur in the future. Scenarios are composed of events, but this is not enough to reach their entire potential. The use of scenario variables along with CIA-ISM approach can be used to support the generation and interrelation of events, expanding thereby the analysis of a scenario with situations closest to reality. The more people involved in generation, the better is the result (scenario) reached. This first step of a work-in-progress in emergency plan generation aims at facilitating the collaborative scenario creation by emergency experts with the adoption of both, variables and the CIA-ISM.
