Abstract :
Kit Carson Electric Cooperative is a member owned Electric Distribution Cooperative serving rural New Mexico communities. Its load is growing at about 2.5% per year with high growth rates in pockets such as new home subdivisions. With a small operating staff and limited engineering resources, Kit Carson must outsource any new major infrastructure projects needed to deal with load growth. Having had limited success with other outsourcing methods, Kit Carson tried an engineer, procure, and construct approach when the latest substation project came along. The project was completed on time and on budget without putting extensive demands on Kit Carson resources. Kit Carson Electric Cooperative believes that while all outsourcing approaches require attention to detail, the EPC approach to outsourcing is a superior approach for utilities with limited resources because it requires the smallest amount of internal resources to manage
