Abstract
This informal survey classifies various transmission projects into four categories, depending on whether the project´s sponsors are incumbent transmission owners or new entrants and whether the costs of the project are recovered through transmission tariffs applicable to all users or through contractual payment obligations that are voluntary assumed by willing users. The authors observe that the internal focus by the ISOs in the US and TSOs in Europe has left opportunities for entities (often, but not always, new entrants) to develop contract financed projects that capitalize on commodity prices differences between markets.
