Abstract
The authors in this paper propose a new binary relation which compares coalition power in the situation of social choice. The concept proposed by the authors is derived from cooperative game theory which is a model of group decision making. The proposed binary relation compares coalition power in social choice from the blockability point of view which is how much the coalition can make other coalitions not have enough power to completely control the decision of the situation. Some examples which show how the proposed binary relation works are provided. This paper provides some mathematical properties of the proposed binary relation in the framework of social choice. Some properties which show relationship between the proposed method and the decision rule are given in this paper.
