Abstract :
The public university, as a social and economic agent that makes use of academic, scientific and technical resources financed with governmental funds, has the ethical and moral obligation with society and with itself, to consider with rigor and strictness it place in front of activities of production and diffusion of knowledge, investment, connection and cooperation with the society where it is localized, and with the various organizations which globally turn to be strategic for its development and that of its surroundings. The knowledge of the technological capabilities of the university will allow it to rationally assess the possible solutions to its problems and needs, exerting a technological selectivity which will allow it to succeed in the combination of techniques and processes in an optimal way, in order to get the available resources within itself and in its surroundings, looking for a protagonic dynamism in its social, economic and cultural development, at a regional and national level. The proposal technological capabilities of the university is presented as a conceptual proposal.
