Abstract :
The US Geological Survey (USGS) is a highly technological organization that provides environmental science for many audiences. We evaluate its innovative Leadership Development Program, which seeks to develop a bureau-wide "leadership-centered culture". Using a diffusion-based learning model, we examine the impact of participant behavior on co-workers, show patterns of transfer, and develop a new approach for measuring and assessing leadership culture through a longitudinal survey design.
