In this paper, the authors introduce the “S&T Development Cycle” model, which is useful in understanding Japanese science and technology (S&T) activities. The cycle consists of four phases: manufacturing production; technology development; scientific discovery; and scientific infrastructure. National S&T activities of a growing process evolve based on growth in each phase and on interactive development among them
