After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Along with the economy globalization, industry and its structure will be influenced during the industry shift process. Unstable factors could be brought significantly to certain country or region by the industry shift. This article has analyzed the unstable state in Henan province during the industry shift process and put forward the evaluation method of social stable state.
