Abstract :
This paper makes two phase Game models which are under the background of central government carries out the incentive mechanism, based on the different choices on profit between central government and local government in the construction of safeguard housing and the characteristics of official achievement competition in local governments. Through the models, we can get the result that the only efficient way to advance the construction of safeguard housing is that central government must carry out necessary incentive mechanism. While the central government is making this mechanism, they need to hold the intension of encourage and add on the matched restricted system. Then there will be satisfied construction of safeguard housing.
