Abstract :
Government Information Portal (GIP) is the foundation of E-Government. GIP is also the core of E-Government and is important communication channel between the government and its citizens. This paper first presents a content-oriented e-government information portal solution. The solution uses content maps technology to link together government documents, consisting of web pages from different departments of the government, providing an intelligent navigation tool for the entire site. Content maps are fundamentally about linking related items together and hence they should have a pivotal role in the navigation structure of a site. Then, this paper analyzes the architecture of the content-oriented e-government information portal, consisting of front office architecture and back office architecture. In front office architecture, the content map provides the structure for the site navigation and for page content. The back office architecture is to use the content map to supplement site content. Lastly, this paper probes into the strategies of the content-oriented e-government information portal, including Content Duplication, Content Reflection, Content Reference, Content Aggregation, and Content Query.
