Strategic Research on Xi´an´s Ability to Undertake Industrial Transfer of Software and IT Service

With the grads transfer of global software and IT service outsourcing industry to China, Xi´an is becoming the ideal undertaking district for global software and IT service industry. Based on factor analysis, this empirical study on software and IT service industry selects nine cities including Xi´an as target cities to analysis their abilities to undertake industrial transfer of software and IT service by constructing industrial undertaking capacity index system from the perspective of industrial transfer drivers in the roll-out regions. The results show that Xi´an´s industrial undertaking capacity is comparatively strong. It has strong comparative advantages in human resource endowments and corporate operational costs, yet, there is still much room for growth in market size and industrial scale. Finally, feasible suggestions to solve the industrial development bottlenecks that Xi´an confronted are given.
