After China joined the WTO in 2001,its economy system has been operating depending more and more on the market,the economic growth mode becomes gradual intensification, and economic and technological ties become more internationally oriented. In order to significantly improve operational performance and economic efficiency and enhance core competitiveness, in addition to maintaining the original design consulting projects, Engineering Design Institutes transform their business and actively explore and participate in general contracting and project management projects, and gradually implement fundamental transformation to the international project modes from the aspects in working target to the management system and operational mechanism. In this paper, design institutes offering engineering services to mineral resources industry is an example, where strengths, weaknesses, opportunities and threats facing the challenge of the design institutes have been analyzed in detail during the process of transformation, and a series of issues and corresponding systematic solutions for such engineering companies were proactively put forward for the internationalization of Chinese engineering companies that still need to improve.
