Companies frequently source both packaged and bespoke software externally as well as develop software internally. Software purchase is risky for many technical, commercial, managerial and legal reasons. A study in a telecommunications company revealed its current ad-hoc process, and enabled the creation of a new tactical make-or-buy process for software
