Regional land spatial characteristics decide land-use state, and a reasonable area of land division is the premise of promoting regional development strategies and policies for effective implementation. In view of co-ordinating regional development, the paper analyzes regional differences in land resource endowments, land use status quo, economic and social development, using a combination of thematic map overlay zoning laws and spatial clustering analysis method. It divided Chengde city into six functional areas, pinpointed the direction of regional land use, and put forward the operational control measures for discrepant management of land use. Based on these, land-use control institution was proposed.
