Abstract
A necessary and sufficient condition for the determination of fixed modes is presented. This condition is independent of eigenvalues and expressed directly by means of the matrices of the given system. It is a solution to the problem proposed by Anderson and Clements in `Algebraic characterization of fixed modes in decentralized control´ (Automatica 17, 1981, pp.703-1712)
