On Integrated Governance of e-Government: Technology, Institution, Market, and Government

Integrated governance stresses the integrated operation of government organizations and departments. It is the systematic result of vertical hierarchical axis and horizontal action axis which includes various market subjects. The two dimensions of technology-institution and market-government are the components of the integrated governance of e-government. Based on Computer Supported Cooperative Work of top-level Governance Enterprise Architecture, this article designs a framework which integrates society, administration, policies and their interaction, with social demand as the input and public service as the output. It also designs a cross-department e-government system with Computer Supported Cooperative Work as its basis. The article discusses the function of integrated governance at the governance institution level exemplified by government regulation and legal adjustment and concludes that we need to promote China´s e-government construction by technological and institutional means.
