Abstract
One of the major issues now exercising the television industry is how new digital services should be introduced, how they should be allocated between existing broadcasters and new entrants and how they should be regulated. The allocation of the multiplex of services that can be provided in the 20 Mbit/sec on one UHF channel is a key issue in the introduction of digital terrestrial television (DTT). Central to the broadcaster´s interests is who controls this multiplex. The authors discuss the current situation of terrestrial television in the UK. They consider the options for dividing up the multiplex and some of the principles which should guide the choice
