Abstract

As the acquisition world continues to change, new management practices are mandated, and reduced federal funding is forcing the Government to invest in technology upgrades of existing systems. The reduced levels of Government funding is forcing the Department of Defense to limit scientific research and invest in technology upgrades of existing systems and weapons. Budget reduction has made most new weapon systems unaffordable. Horizontal technology integration (HTI), a management philosophy, is the application of common enabling technologies across multiple systems to improve the warfighting capability of the force.
