Abstract
Nowadays, technology is considered a strategic variable that determines socio-economic growth rate of a nation. In such context, technology assessment and management play a highly important role. It requires, however, an overall solution with appropriate assessment and management methodology and tools for decision-making when facing vital questions on technology capability status, urgent technology demand or national technological field to be specialized etc. This article aims to introduce a distributed database system built from smallest components of the socio-economy. Designed and developed upon a highly quantitative and consistent methodology, it provides managers at different levels with analytical and assessing tools that will effectively bring in an insight into the so-called "technology atlas" of every industrial sector as well as proper macroscopic adjustments accordingly.
