After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

A three-layer supply chain in an automobile part business, which consist of a lot of suppliers, a RDC and a manufacturer, is considered in the paper. And the supply programs are designed according to the total cost minimization of the supply chain, the programs include order quantities and safe inventories in the RDC and the manufacturer. It is empirically found that the total cost save when the programs are used in the three-echelon supply chain.
