            Abstract : 
A simple zero-exclusion algorithm which needs a limited amount of computation is proposed for robust stability analysis with linearly dependent coefficient perturbations. An analysis of the robust stability of time-delay systems is also given. Under certain assumptions, the conditions for verifying the robust stability of uncertain systems with and without time delays can be unified. A necessary and sufficient condition for the robust stability of systems with a perturbed delay is also derived
