    Across Europe and the US, utilities are looking at outsourcing as an opportunity to lower their costs and make them more effective. The purpose of this paper is to provide a base of understanding for utilities as they evaluate outsourcing opportunities. The author discusses strategic outsourcing and why meter reading is a candidate for outsourcing. The problems with outsourcing are briefly mentioned
