Production activities will inevitably produce emissions and occupy certain environment capacity. From the perspective of environmental capacity consumption control, distributing and dealing it with market, in order to realize coordination of production and environment. This is one of the basic objectives of environmental capacity production factor. Basing on introducing the characteristics of environmental capacity production factor, this paper do the analysis of the optimal amount in using factor, the corresponding model has been made, too.
