Abstract :
There are an existing number of electric utilities in countries such as Malaysia, Oman, Seychelles, Indonesia and Turkey who have moved to power metering systems where not only are the meter readings captured by handheld computers, but bills are also electronically issued on the door step of the customer. This enables the time taken from meter reading to the customer receiving a bill from centrally issued billing of a minimum of 24 hours for efficient billing systems, down to a matter of seconds. The customer will traditionally pay the bill in their usual time frame regardless of when they received the bill. Cash flow acceleration is derived from delivering the bill to the customer at the time of meter reading and not from centralised issuing. The author describes how the Tenaga Nasional Berhad (TNB) electric utility are the world´s largest user of such a computerised system. TNB operate a computerised customer information billing system, for the billing of electricity supplied throughout Peninsular Malaysia
