  • Abstract
    Summary form only given as follows. This paper describes the importance of linking the factors of organization management to Key Factors for Success (KFS) of R&D to realize the innovative R&D output. Some KFSs in basic physical science fields are presented, such as essential problem solving/definition, deep insight, pursuit of hypothesis-oriented try-and-error, technological or analytical expertise and concentrated resource investment, depending on types of works. Examination of process of these works reveals that management of human aspects in organization such as shared-vision, style and skill in accordance with the KFSs is essential, not only structure and systems. The control of organizational structure and system is not expected to generate innovative R&D output without careful management of soft-oriented organizational aspects. For example, essential problem definition will be achieved by integration of ability, circumstances of members and cultures. This is not obtained within a short period of time. The laboratory should build in this organizational power by integrating system, skill, staff, shared vision, style, etc. In implementation stage, some tools are required to fulfil the KFS and a method of critical level management is proposed which evaluates performance of soft aspects of activity by breaking down the levels
