Abstract
The aim of this study is to develop a tool to measure the degree of total quality management (TQM) implementation in an R&D environment. The European Foundation for Quality Management model criteria and the generic list of R&D processes that is generated through the authors´ study are used to develop this tool. This tool can be used in any R&D organization as a model not only for TQM implementation guidelines but also for the performance measurement of the organization
