Chinese high-technology industries have to face the difficulties of relatively low capital accumulation, low R&D competence and imperfect institution infrastructure, etc. How to help them to enter into good evolutionary processes by technological and institutional innovation is really an important and challenging problem to the theory and practice of technology management in developing countries. In this paper, the authors analyze the problem from the point of systems evolutionary dynamics and try to present some policy suggestions
