Abstract :
Summary form only given, as follows. It is noted that during this past year, with discussions of DRAMs (dynamic random access memories), high-definition television, and other technology-based competitiveness issues, there has been a marked increase in the acceptance of cooperation as a US response. It is important to recognize that cooperation is being used in a context that requires fundamental changes in the way in which universities, government, and industry operate. It is suggested that prerogatives must be sacrificed, common goals accepted, and priorities recorded. Most importantly, competitors must agree to cooperate, and cooperators to compete. Then US competitiveness may be restored
