Abstract :
Summary form only given as follows. This paper describes a math programming model used to construct a minimal shared prototype fleet that meets all testing needs. The model is run iteratively to guide a test plan development process that involves ongoing dialogue between test requesters and fleet planners. We also discuss a host of implementation issues
