Summary form only given as follows. Distributed software development has become more and more important. In this paper, a powerful conceptual framework for such distributed development has been presented using a knowledge representation language, Telos, by concentration on the semantics of their domains. This framework is developed and based on careful analysis and abstraction of a real world case. By creating rich ontology, this paper provides knowledge level analysis for future distributed software development
