Abstract
This paper examines the aspects of e-Government that are important for effective e-Service development within an industrial zone. The purpose of the paper is to develop a research framework for projects where industrialization fosters “informatization” which integrates e-Government and e-Service innovation. Qualitative data were collected through interviews with local business, and government officials and employees across departments. Additional secondary data were collected through published reports, articles and journals. The contribution this paper offers is the factors affecting e-Government and e-Service delivery at the start of a multi-billion RMB deep-water port project in China.
