This conceptual study critically assesses the current competitive environment, and establishes that there is a society-wide need to accelerate the pace of industrial innovation in the United States, while maintaining traditional excellence in science and engineering. The new innovation methodology responds to the worldwide competitive requirements, and provides for focused, more rapid, cost-effective generation of revolutionary commercial technology. The new paradigm views the innovation cycle as enabled by strategic alignment of a multidisciplinary university team with a cross-functional industrial team, cooperating as a virtual organization committed to breakthrough advances
