Abstract :
The rate control of intra-frame plays a very important role on the coding quality of video sequences. To gain better video coding performance, a novel intra-frame rate assignment framework is proposed in this paper. A video complexity based exponential R-Q model is first introduced, and then a novel quantization parameter choosing algorithm is developed. Experimental results have shown that the proposed algorithm introduces little delay and can not only control the bitrate more accurately, but conduct higher and even PSNR as well. Further more, the proposed algorithm can easily deal with scene switching situation and prevent the buffer overflow.
