Abstract
Web applications have spread out in the public sector. The experiences show a crucial point: paying attention to specific aspects of governance as well as complying with the distinctive features of administrative work have to be borne in mind when developing electronic services for the public sector. For this reason particular administrative processes and process types are treated. The discussion shows that discontent and annoyance with existing systems is strongly connected to a lack in modelling semantic contents. Consequently particular requirements regarding document interchange, legal interpretation and juridical databases as well as knowledge enhanced portals are considered
