Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

As a new-born strength of our country´s higher education, civilian-run colleges and universities have a good development foreground; but the manpower resource management is the inner factor that restricts its development because there exist such questions as: manpower resource management is relatively lagging behind; the structural limitation of manpower resource is quite prominent, the manpower resource isn´t very stable and the inspiriting and examining mechanism is not perfect. In order to solve such questions, it is necessary for the civilian-run colleges and universities to do their best to exactly set up the new conception for manpower resource management; optimize manpower resource structure and innovate in the circulation mechanism of people of ability and in inspiration and examining mechanism and not as an independent document. Please do not revise any of the current designations.
