Since there is no clear definition, configuration norms and quantization standards of the urban public open space in national standards and norms of urban planning at present, this paper analyzes the role and significance of public open space, gives its definition and elements, proposes some principles for urban planning and design, raises an evaluation index system of overall quality of urban public open space by learning from the foreign experience and referring to domestic cities, and build a model and evaluation criteria for the comprehensive evaluation of overall quality of urban public open space. It is of positive and practical significance for scientific measurement and evaluation of the real quality of urban public open space, for creation of new public open space, for the building of a "ecological city" and `sustainable city\´ and for promotion of the harmonious construction.
