Abstract :
As one of the most important port city in north China, Dalian is planning to construct the ecological livable city. To resolve the problems of high carbon contained and low resource efficiency for the city´s economic structure, the municipal government must find right ways to transform to the low carbon economy. With Linear Regressive Model to forecast the city´s energy resources efficiency, the municipal government who wants to make high-effective and low carbon economy policies must consider two radical pathways. One is increasing energy efficiency that indicated by energy consumption rate. The second is to find the reproductive energy to substitute the fossil energy. All the material policies applied by the government derive from the two ways.
