  • Abstract
    Service outsourcing industry separates industry value chain, and deepens the regional division of labor on the basis of promoting industry specialization. Taking the development of outsourcing industry in Heilongjiang Province for a typical example, the study use evaluation method of PCA and the selection index system of pillar industries. The research shows that seven industries are the leading industries in Heilongjiang Province. Closely focusing on the development of the pillar industries, enterprises should make a good use of technical advantages of traditional industries, and make great effort to develop producer outsourcing services. Meanwhile, the government should take industrial agglomeration as the concept of development. Scientific planning and rational guiding are very important measures to develop service outsourcing industry.
