Research on evaluation index system of regional innovation

The evaluation of regional innovation system is the important premise to enhance innovation capability, and it´s necessary to build a reasonable and scientifically evaluation index system for evaluating a regions´ economic development. According to the index system, the statistic data of 2008 and factor analysis method are applied in this paper to evaluate the innovation capability of Heilongjiang Province empirically, and the conclusion can be drawn that: innovation policy and environment have made greater contribution to regional innovation system, and the consciousness and behavior of innovation subject takes the second place. Therefore, people should strictly take some measures such as improving the environment for innovation, strengthening the policy guidance and support for regional innovation subject and so on to enhance regional innovation capability.
