Abstract :
Development of non-grid-connected wind power is an important guarantee to solve the problem that large-scale wind power encountered, that is, hard to achieve and to realize the strategic objectives of diversified application of wind power. Construction of innovation alliance of non-grid-connected wind power production and research can promote application and industrialization of technological innovation and non-wind wind power project, its research networks for new concepts, technology, information, etc. This paper explored non-grid-connected wind power innovation and industry-university research alliance which forms a "triple helix." This triple Helix is composed of scientific research institutions, enterprises and government, which should be supported by Government and its policy guidance. Government supporting of the non-grid-connected wind power production and research innovation and the development can help with the building of coalition and at the same time encourage the following activities: 1) create a favorable environment for cooperation; 2) set up special funds for technological innovation; 3) provide financial protection of production and research of innovation alliance; 4) attach importance to common technical research and development and promotion.
