Abstract :
This paper proposes that the inevitable direction for wind power development in China is large-scale non-grid-connected wind power system because of its importance for speeding up the development of non-carbon energy-consuming industries. The challenges and urgency for constituting the wind power development policy in China are expounded after summarizing domestic and foreign policy experience in developing wind power. Furthermore, a basic policy framework for developing non-carbon energy-consuming industries using large-scale non-grid-connected wind power is built.
