Abstract :
Scientific data are the important strategic resources for national scientific innovation, economic growth, social progress and national security. However, due to the low level of data share, these data can hardly be used effectively. The constantly repetitive collection of basic data results in the great waste in labor and capital. Therefore, how to solve the data share has become an exigent problem. In this paper, we analyze the theory of constructing S&T statistic database and information platform, and then, we introduce the practical implement of this system in Hebei province, and draws some conclusions.
